Urgent frontend UX fix to separate Max Character Limit from Field Help

Currently the Max Character Limit and the Field Help are on the same line on the forms, causing very annoying layout/text shift as people are typing (due to character numbers shifting in dimensionally as displayed character count increases). Possible solution is to put them on opposite ends (top vs bottom) of the text input field.
